Removes the felony murder rule from first-degree murder, eliminating automatic murder convictions for deaths occurring during commission of specified felonies like robbery, burglary, and kidnapping.

Creates new second-degree murder felony murder provision requiring proof that the defendant was the actual killer, intended to kill while aiding the actual killer, or was a major participant acting with reckless indifference to human life.

Allows persons convicted under prior murder provisions to file a petition for vacation of conviction or resentencing under the revised statute on or after July 1, 2020.

Maintains first-degree murder based on premeditated design to kill or unlawful distribution of controlled substances (fentanyl, cocaine, heroin, etc.) causing death.

Conforms related statutes regarding sentencing, gain-time restrictions, parole eligibility, and split sentencing requirements to align with the new murder classification structure.
