Revises the Criminal Punishment Code to establish a minimum 65 percent sentence requirement for nonviolent felonies and maintains 85 percent for violent felonies, replacing the previous blanket 85 percent requirement.

Increases maximum incentive gain-time from 10 days per month to 20 days per month for all sentences, with restrictions based on offense classification.

Authorizes the Department of Corrections to allow inmates with sentences of 2 years or more to participate in supervised community release beginning 365 days before their release date, including active electronic monitoring and community control supervision.

Specifies that inmates in supervised community release remain under department custody and control, are managed by community control officers, and cannot be counted toward prison population or capacity figures.

Permits law enforcement to arrest inmates for violations of supervised community release terms without a warrant and establishes procedures for disciplinary action through the department's emergency action center.
