Repeals multiple Florida Statutes provisions that have become inoperative due to prior legislative repeals with delayed effective dates or automatic expiration/sunset provisions

Removes sections 343.1001-343.1013 relating to the Florida Regional Transportation Commission Act, which stood repealed on November 30, 2018, after required conditions for continuation (adoption of regional transportation plans by Clay, Duval, Nassau, and St. Johns Counties) were not met

Eliminates expired provisions related to state employee benefits plans, Department of Transportation work program requirements for fiscal year 2018-2019, and community transportation coordinator grants

Repeals obsolete sections concerning unclaimed court funds, surplus trustees in foreclosure actions, flood insurance surplus lines, dental workforce survey confidentiality, and missing persons with special needs programs

Removes school funding provisions including minimum classroom expenditure requirements (section 1011.64) and related compliance/reporting sections that were previously repealed effective July 1, 2019
