Creates the Open Educational Resources Grant Program administered by the Department of Education in coordination with the Board of Governors and State Board of Education to provide grants for developing low-cost open educational resources for students.

Defines "open educational resources" as licensed teaching, learning, and research materials in the public domain or released under a license allowing free use, reuse, modification, and sharing, including open-access textbooks and instructional materials.

Authorizes state universities and Florida College System institutions to apply for grants; the department coordinates with the boards to evaluate proposals and award grants to institutions with viable plans for developing open educational resources.

Requires participating institutions to use grant funds to curate or adopt open educational resources for general education courses, with priority given to required general education courses listed in the statewide articulation agreement.

Effective July 1, 2020, subject to legislative appropriation; authorizes the State Board of Education to adopt rules and the Board of Governors to adopt regulations for implementation.
