Requires informal inquiry meetings to occur within 72 hours of the initial misconduct allegation; any meeting conducted after 72 hours is classified as an interrogation subject to full procedural protections.

Prohibits threatening firefighters with transfer, dismissal, or disciplinary action during questioning, and requires complete interrogation records be provided to the firefighter within 72 hours upon request.

Creates new notification requirements mandating firefighters receive written notice of disciplinary actions before their effective date and be given opportunity to address investigative findings before suspension with pay loss, demotion, or dismissal takes effect.

Designates complaint contents and investigation information as confidential and exempt from public records disclosure under Florida law.
