Amends Florida statute to allow municipalities and counties to further restrict smoking within the boundaries of public parks they own, despite state preemption of smoking regulation.

Permits school districts to continue restricting smoking on school district property without the phrase "by persons."

Maintains state preemption of smoking regulation for all areas outside of municipal and county public parks and school district property.

Does not restrict municipal or county authority to adopt ordinances imposing more restrictive regulation on vapor-generating devices than state law provides.

Takes effect July 1, 2020.
