Authorizes the Department of Highway Safety and Motor Vehicles and its authorized agents to collect electronic mail addresses and cellular telephone numbers for communications purposes.

Permits the use of email and text messages in lieu of United States Postal Service mail for renewal notices, appointment scheduling, tax collector information, driving skills testing locations, and website information.

Requires that all electronic mail addresses collected be mutually shared between the department and its authorized agents upon request.

Transfers authority from the Fish and Wildlife Conservation Commission to the Department of Highway Safety and Motor Vehicles for accepting certain applications by electronic or telephonic means under vessel registration and titling provisions.

Makes records created or maintained by the Department of Highway Safety and Motor Vehicles subject to inspection and copying under chapter 119 (public records law), effective July 1, 2020.
