Appropriates at least $12 million annually from the Florida Forever Fund from fiscal year 2020-2021 through 2024-2025 for land acquisition and water quality improvement projects in the Apalachicola Area of Critical State Concern, including stormwater management, sewage facilities, and potable reuse systems.

Renames the "Apalachicola Bay Area of Critical State Concern" to the "Apalachicola Area of Critical State Concern" throughout statute s. 380.0555.

Adds new guiding principle requiring water quality protection and improvement through construction and operation of stormwater management facilities, sewage collection systems, onsite treatment systems, and water supply projects.

Prioritizes land acquisitions that protect fisheries, wildlife habitats, recreational spaces, nearshore water quality, and groundwater recharge, with 3-10 percent of funds allocated for land management and public access projects.

Takes effect July 1, 2020.
