Creates the Indian River Lagoon State Matching Grant Program to provide state funding for projects identified in the 2008 Indian River Lagoon Comprehensive Conservation and Management Plan.

Eligible projects include upgrading existing advanced waste treatment facilities, expanding wastewater treatment facilities to serve unconnected homes and businesses, and connecting onsite sewage systems to central sewer systems.

Requires a minimum 50 percent local match for each grant, with the Department of Environmental Protection coordinating with the South Florida and St. Johns River Water Management Districts to identify eligible projects and recipients.

Mandates annual reports beginning January 1, 2021, submitted to the Governor, Legislature, and area legislators detailing proposed projects, priority rankings based on cost-effectiveness, estimated costs and completion dates, and implementation status of funded projects.

Requires county and municipal governments to submit annual status reports on funded projects to the Department of Environmental Protection and appropriate water management districts.
