Creates a Sargassum Seaweed Matching Grant Program within the Department of Environmental Protection to provide annual grants to local governments for projects addressing sargassum seaweed buildup in coastal communities.

Requires grant recipients to provide a minimum 50 percent local match of funds for each project.

Mandates that grant recipients comply with the Dennis L. Jones Beach and Shore Preservation Act and department beach cleanup rules.

Requires the Department of Environmental Protection to adopt administrative rules governing the program selection process designed to maximize public benefit.

Requires annual reports to the Governor and Legislature beginning January 1, 2021, detailing funded projects.
