Creates the Urban Core Gun Violence Task Force within the Department of Law Enforcement with 10 members appointed by legislative leaders and the Governor, with at least 5 women and 6 racial minorities required.

Task force must convene by September 1, 2020 and meet quarterly to investigate system failures, causes of high crime and gun violence in urban core neighborhoods, and develop recommendations for solutions and improved interagency communications.

Task force may request access to all crime and gun violence records pertaining to urban core areas, with confidential information retaining its exempt status and protected from disclosure.

Must submit initial findings and recommendations report by January 1, 2021, with option to issue annual reports thereafter.

Task force automatically repeals on December 31, 2025; effective date is July 1, 2020.
