Establishes the Florida High-Speed Passenger Rail Safety Act to regulate railroad companies operating high-speed passenger rail systems (those exceeding 80 mph) to the extent not preempted by federal law.

Requires the Department of Transportation to adopt rules by January 1, 2021, establishing minimum safety standards for public railroad-highway grade crossing design, sealed corridors, crossing gate installation, and fencing requirements.

Authorizes the Department of Transportation to impose administrative penalties up to $10,000 per violation for non-compliance with adopted safety rules.

Requires railroad companies to furnish federal accident reports to the department and submit annual reports on liquefied natural gas transportation; the department must publish annual accident data on its website.

Directs the Division of Emergency Management to offer accident response training to local communities and agencies along rail corridors where high-speed passenger rail and hazardous materials share the same tracks.
