Prohibits import, export, and sale of shark fins in Florida effective October 1, 2020, with limited exceptions for commercial fishermen and dealers holding valid federal permits as of January 1, 2020.

Allows taxidermy shark fins lawfully obtained on land to be possessed for display purposes and permits commission-authorized possession in state waters.

Establishes penalties including second-degree misdemeanor charges, fines ranging from $4,500 to $9,500, and license suspension or permanent revocation for violations.

Requires the Fish and Wildlife Conservation Commission to evaluate economic impacts on the commercial shark fishing industry and identify mitigation actions, with findings due to the Legislature by December 31, 2021.

Authorizes the Legislature to impose a ban on domestic shark fin production based on the commission's report findings.
