Creates the Florida Healthy Marriage Handbook as a supplemental resource to the existing Family Law Handbook, containing information on communication, conflict resolution, financial planning, and raising families.

Requires circuit court clerks to post the handbook electronically on their websites and distribute printed copies to marriage license applicants when available.

Encourages clerks to provide lists of marriage and relationship skill-building course providers and websites to applicants.

Amends marriage license issuance requirements to mandate that both parties verify they have obtained and read the Florida Healthy Marriage Handbook or similar presentation before a license can be issued.

Takes effect July 1, 2020.
