Allows a person to petition for expunction of a criminal history record even if they previously obtained an expunction, provided the prior expunction was for an offense committed when they were a minor.

Exempts prior juvenile expunctions from the general prohibition on multiple expunctions, regardless of whether the record was sealed for the minimum 10-year period required for adult offenses.

Clarifies that the prior expunction exception does not apply if the minor was charged as an adult for the original offense.

Maintains existing eligibility requirements for expunction, including restrictions on prior adjudications of guilt for specified offenses such as assault, battery, weapons violations, and theft.

Takes effect July 1, 2020.
