Repeals the shared county and state responsibility framework for juvenile detention costs under s. 985.686, while maintaining that non-fiscally constrained counties must pay their annual percentage share of 50% of total shared detention costs

Requires the Department of Juvenile Justice to annually calculate each eligible county's share of detention costs by dividing the county's total detention days by total detention days across all non-fiscally constrained counties

Exempts counties that provide their own detention care for juveniles from the cost-sharing requirements

Expands diversion program expunction eligibility by removing the restriction that limited expunction to misdemeanor offenses only, allowing minors who complete diversion programs for any offense to have their nonjudicial arrest records expunged

Reorganizes Department of Juvenile Justice programs, adding "Accountability and Program Support" and renaming "Prevention and Victim Services" to simply "Prevention"
