Requires automated pharmacy systems used for outpatient dispensing to provide live, real-time pharmacist counseling before dispensing any medication and prohibits these systems from containing or dispensing controlled substances

Mandates community pharmacies using automated systems to maintain written policies and procedures addressing system maintenance, accuracy testing, staff training, security access, sanitation, and quality assurance, with annual reviews and 4-year record retention

Specifies that medicinal drugs stored in automated pharmacy systems for outpatient dispensing are considered part of the supervising pharmacy's inventory, and drugs delivered through the system are deemed dispensed by that pharmacy

Changes the Board of Pharmacy's rulemaking authority from mandatory to permissive regarding automated pharmacy system regulations, removing the January 1, 2005 deadline
