Creates the Florida Recycling Working Group within the Department of Environmental Protection, composed of 11 members representing state agencies, universities, local government associations, and recycling industry organizations

Requires the working group to meet at least three times, elect leadership, and maintain public records of all proceedings

Mandates the working group submit a report to the Legislature by July 1, 2021, recommending programs and statutory changes to achieve future recycling goals

Exempts fiscally constrained counties from recycling goals and requirements established in state law until July 1, 2035

Working group expires July 1, 2021; effective date of the act is July 1, 2020
