Provides an exception allowing abortion when necessary to save the life of a mother endangered by a physical disorder, illness, or injury when no other medical procedure would suffice

Grants pregnant women immunity from prosecution for conspiracy to violate the Down syndrome abortion prohibition

Subjects physicians who violate the prohibition to disciplinary action, including potential revocation of their medical license

Requires physicians to attest in monthly abortion reports to the Agency for Health Care Administration that they did not have knowledge the abortion was sought due to a Down syndrome diagnosis or belief
