Expands the definition of "credit card" to include gift certificates, in addition to existing coverage of credit cards, debit cards, EBT cards, and other payment instruments

Broadens the definition of "cardholder" to include any authorized card user, not just the person named on the card

Creates an exception allowing the purchase or sale of gift certificates (as defined in s. 501.95) by non-issuers, while maintaining prohibitions on buying/selling other credit cards

Consolidates terminology by replacing "payment card" with "credit card" throughout fraud statutes related to scanning devices, skimming devices, and reencoders

Modifies the definition of "expired credit card" to account for cards that may not display an expiration term
