Removes the requirement that debris for certified pile burning must originate "onsite," allowing naturally occurring debris from agricultural, silvicultural, land-clearing, or tree-cutting operations to be brought from off-site locations for burning

Maintains existing requirements that certified pile burners must ensure proper pile placement and content conducive to efficient burning before ignition

Retains rules requiring burns to be completed no later than 1 hour after sunset, or at least 1 hour before sunset in smoke-sensitive areas

Preserves requirements for written burning plans, landowner consent, Florida Forest Service authorization, adequate firebreaks, and sufficient personnel and equipment at burn sites
