Expands the Property Assessed Clean Energy (PACE) program's definition of "qualifying improvement" to include sewage treatment upgrades, such as replacing onsite septic systems with advanced treatment systems or connecting to central sewage systems

Adds seawall repairs and replacements as eligible qualifying improvements under the PACE financing program

Includes raising electrical boxes, raising home foundations, and other underground infrastructure improvements that promote greater home resiliency as qualifying improvements

Effective date of July 1, 2020
