Grants the Department of Health exclusive regulatory and permitting authority over mobile home parks, lodging parks, recreational vehicle parks, and recreational camps, preempting local government regulation on lot size, density, and setback distances

Allows recreational vehicle parks damaged or destroyed by natural disasters to be rebuilt on the same site using the original density standards that were approved before the damage occurred

Creates a rebuttable presumption that a guest occupying a recreational vehicle for less than 6 months is transient, as evidenced by the guest register

Authorizes park operators to refuse access, eject transient guests or visitors, and request law enforcement assistance for conduct including intoxication, disturbing the peace, illegal activity, safety hazards, or failure to pay rent, with trespass charges for those who refuse to leave

Exempts surf pools larger than 4 acres from Department of Health supervision if permitted by local government through a special use permit process that establishes conditions for operation, water quality, and lifesaving equipment
