Creates section 559.955, Florida Statutes, establishing legal protections for home-based businesses operating from residential properties in residential zones

Defines home-based business criteria: employees must reside in the dwelling or be immediate family members (except up to 2 non-resident employees allowed), must comply with local parking requirements, and cannot substantially increase traffic, noise, or waste

Requires home-based business activities to be secondary to residential use and the property must appear consistent with surrounding residential areas when viewed from the street

Preempts regulation and licensure of home-based businesses entirely to the state, prohibiting local governments from enacting ordinances, regulations, or policies to license or regulate these businesses

Effective date of July 1, 2020
