Creates new "medication technician" role for unlicensed staff who complete 6 hours of agency-approved training to assist residents with self-administration of medications and point-of-care devices

Requires facility owners/administrators to arrange medical evaluations within 60 days before admission and annual reevaluations to determine appropriateness of placement, conducted by a licensed physician, physician assistant, or nurse practitioner

Provides immunity from liability for facility owners and administrators who obtain and verify completeness of medical examination reports when making admission or residency determinations

Makes Agency for Health Care Administration survey results inadmissible as evidence in civil claims unless a deficiency caused harm to the resident or the licensee uses absence of deficiency findings to refute allegations

Requires the agency to authorize online training courses for medication technicians, maintain a list of approved point-of-care devices, and establish training requirements for staff supervising residents' use of such devices
