Creates section 430.84, Florida Statutes, establishing the Program of All-Inclusive Care for the Elderly (PACE), authorizing the Agency for Health Care Administration, in consultation with the Department of Elderly Affairs, to approve entities to provide PACE benefits under federal guidelines (42 U.S.C. s. 1395eee)

Requires applicants to submit documentation including evidence of ability to meet federal CMS regulations, market studies with potential participant estimates and geographic service areas, and a business plan with pro forma financial statements

Limits PACE organizations to one per unique geographic service area, prohibiting overlap with previously authorized service areas, and requires organizations seeking approval to submit their complete federal PACE application within 12 months or lose approval

Exempts PACE organizations from chapter 641 (Health Care Services Programs) requirements while requiring compliance with quality and performance standards established by CMS and state agencies

Permits transfer of PACE approvals and contract assignments to other qualified persons meeting federal requirements with agency approval, including transfer of any appropriated funds
