Enacts the Interstate Medical Licensure Compact, allowing physicians to obtain expedited licenses to practice medicine in multiple member states through a streamlined application process with their "state of principal license"

Physicians must meet specific eligibility requirements including board certification, no criminal convictions, no prior license discipline, and no active investigations to qualify for expedited licensure under the compact

Removes provisions that suspended or denied health care practitioner licenses for defaulting on student loans issued or guaranteed by state or federal government, and repeals related investigation requirements

Eliminates the requirement that licensing boards deny or refuse to renew licenses for applicants listed on the U.S. Department of Health and Human Services Office of Inspector General's List of Excluded Individuals and Entities

Creates the Interstate Medical Licensure Compact Commission as a joint agency of member states to administer the compact, with Florida appointing representatives from the Board of Medicine and Board of Osteopathic Medicine as commissioners with state agent status for sovereign immunity purposes
