Eliminates the Capital Collateral Regional Counsel offices (sections 27.7001-27.715), which provided legal representation to death row inmates in post-conviction proceedings

Repeals execution-related statutes including procedures for warrants of execution, stays of execution, competency evaluations for death row inmates, and regulations governing lethal injection

Removes public records exemptions related to capital cases, including protections for the identity of executioners and those administering lethal injections
