Requires the Criminal Justice Standards and Training Commission to include implicit bias training as part of the 40 hours of continued employment instruction for law enforcement officers, based on the Fair and Impartial Policing training program

Mandates the State Board of Education to develop implicit bias training requirements for all public K-12 instructional personnel and administrators by July 1, 2021

Defines implicit bias as the unconscious and often subtle associations made between groups of people and stereotypes about those groups

Requests the Florida Supreme Court adopt rules requiring judges to receive training in recognizing and overcoming implicit bias

Establishes an effective date of July 1, 2020
