Requires public school principals to mandate a moment of silence of 1-2 minutes at the beginning of each school day in first-period classrooms across all grades

Prohibits teachers from making suggestions about what students should think about or how they should use the moment of silence

Students may not interfere with other students' participation during the moment of silence

Teachers must encourage parents to discuss the moment of silence with their children and suggest how students might best use the time

Replaces previous discretionary provision that allowed district school boards to provide optional brief periods for silent prayer or meditation
