Prohibits local governments from applying zoning and development regulations relating to building design elements to one- or two-family dwellings, except for properties listed in the National Register of Historic Places, designated historic properties, or regulations implementing the National Flood Insurance Program

Defines "building design elements" to include exterior color, cladding material, roof style, architectural ornamentation, window/door styling and location, number of rooms, and interior layout; excludes building height, bulk, orientation, lot location, and buffering/screening requirements

Preserves the validity of private covenants and contractual agreements between property owners regarding building design elements

Allows any substantially affected party to submit local government regulations to the Florida Building Commission for review if believed to be an unauthorized technical amendment to the Florida Building Code; such regulations are unenforceable until properly adopted

Makes technical and conforming changes to local government building code enforcement and amendment procedures, effective July 1, 2020
