Authorizes county commissions and municipal governing bodies to approve affordable housing development on any parcel zoned for residential, commercial, or industrial use, notwithstanding other laws or regulations

Requires counties, municipalities, and special districts to report impact fee data in annual financial reports, including fee purposes, schedules, amounts by dwelling type, and waivers for affordable housing

Renames the Community Workforce Housing Innovation Pilot Program as the Community Workforce Housing Loan Program, revising income eligibility from 140% to 80% of area median income (120% in areas of critical state concern) and providing 1% interest rate loans for up to 15 years

Requires affordable housing advisory committees to include a locally elected official from each participating county or municipality and to perform annual reviews instead of triennial reviews, with elected officials required to attend biannual regional workshops or face potential funding withholding

Makes numerous changes to mobile home park regulations, including requiring park owners to amend prospectuses when adding lots, prohibiting pass-through of costs for increasing shared facilities to existing homeowners, and establishing mandatory binding arbitration for certain homeowners' association disputes
