Requires mid-block pedestrian crosswalks (those not at intersections) on public highways, streets, or roads to be controlled by coordinated traffic control signal devices and pedestrian control signals conforming to the Manual on Uniform Traffic Control Devices

Mandates that vehicular traffic must come to a complete stop before pedestrians are permitted to enter these crosswalks

Requires coordination with traffic control signal devices at adjacent intersections per Department of Transportation specifications

Gives jurisdictional entities until October 1, 2024 to either install compliant coordinated signals at existing mid-block crosswalks or remove those crosswalks entirely

Declares the act fulfills an important state interest, with an effective date of July 1, 2020
