Establishes the Sunshine Scholarship Program to cover 100% of tuition and fees for Florida residents pursuing associate degrees or career certificates at Florida College System institutions, school district career centers, or charter technical career centers

Provides tiered scholarship amounts based on household income: 100% coverage for households up to 250% of federal poverty level, 75% at 325%, 50% at 400%, and 25% at 500% of federal poverty threshold

Requires students to maintain full-time enrollment (minimum 12 semester hours), complete FAFSA annually, and keep a cumulative 2.5 GPA to remain eligible

Mandates that Pell Grants, Florida Public Student Assistance Grants, and Bright Futures be applied to tuition first before Sunshine Scholarship funds are awarded

Requires scholarship recipients to reside and work in Florida for the same period they received scholarship funds after completing or leaving their program; failure to comply triggers repayment with interest equal to the federal student loan rate
