Makes personal information in vessel title and registration records held by the Department of Highway Safety and Motor Vehicles confidential and exempt from public records requirements, applying the same protections as motor vehicle records under the federal Driver's Privacy Protection Act of 1994

Expands the public records exemption for email addresses to also include cellular telephone numbers collected by the department or its tax collector agents under chapters 319, 320, 322, 324, or 328

Allows the department to share email addresses and cellular phone numbers with tax collector agents for sending communications about titles, registrations, permits, licenses, renewal notices, and office information

Applies retroactively to email addresses and cellular phone numbers held before, on, or after the effective date, and to vessel records held on or after the effective date

Both exemptions are subject to the Open Government Sunset Review Act and will be repealed on October 2, 2025, unless reenacted by the Legislature
