Expands disaster volunteer leave eligibility from American Red Cross certified volunteers to any state employee who volunteers with a 501(c)(3) or 501(c)(4) nonprofit organization for disaster response or recovery

Increases leave allowance from 15 working days to 120 working hours in any 12-month period

Redefines "disaster" as any event resulting in a state of emergency declared by the Governor of Florida or any other U.S. state or territory

Simplifies approval process for out-of-state disaster service, requiring only agency head approval instead of Governor and Cabinet approval

Requires employees to attest to completing volunteer service and provide details on time served and services rendered after using leave
