Expands exemptions from nonopioid alternative counseling requirements to include patients in hospital critical care units, emergency departments, or receiving hospice services under s. 400.6095

Requires health care practitioners to inform patients or their representatives about available nonopioid pain treatment alternatives before administering anesthesia involving Schedule II opioids or prescribing/ordering Schedule II opioids for pain

Mandates discussion with patients or representatives about advantages and disadvantages of nonopioid alternatives, including risk assessment for controlled substance abuse history and patient preferences

Requires practitioners to provide patients or representatives with an electronic or printed copy of the department's educational pamphlet on nonopioid alternatives

Effective date of July 1, 2020
