Creates a new teacher salary enhancement allocation to be funded through the General Appropriations Act, requiring school districts to use allocated funds specifically to increase teacher salaries as prescribed by the Legislature

Funds provided for teacher salary enhancement will move into the base student allocation in the following fiscal year

School districts that meet the salary enhancement requirements may use any remaining additional funds from the allocation for general district operating expenditures

Requires each school district to report to the Department of Education by January 1 of each fiscal year the amounts spent on teacher salary increases and any other operating expenditures

Effective date of July 1, 2020
