Creates the Firefighter Cancer Decontamination Equipment Grant Program within the Division of State Fire Marshal to provide financial assistance for fire departments to purchase equipment, supplies, and training to reduce exposure to cancer-causing chemicals

Requires grants to be awarded annually on a need-based basis, with applicants providing a minimum of 25% non-state matching funds

Grant recipients must report activity to the Fire and Emergency Incident Information Reporting System and comply with the Florida Firefighters Occupational Safety and Health Act

Expands independent special fire control district powers to allow cooperation with other governmental agencies within or outside district boundaries under interlocal cooperation agreements

Appropriates $250,000 in recurring funds from the Insurance Regulatory Trust Fund for fiscal year 2020-2021 to implement the program
