Establishes the Florida Seal of Fine Arts Program beginning with the 2020-2021 school year to recognize high school graduates who demonstrate high skill levels in performing or visual arts

Students must complete three year-long courses (or three sequential credits) in dance, music, theater, or visual arts with a grade of "B" or higher, plus one additional art course with a "B" or higher

Recipients must also complete two fine arts-related extracurricular activities and provide at least 20 hours of art-related community service, followed by a comprehensive presentation on their experiences

The Commissioner of Education must prepare and distribute seal insignia to school districts, which must maintain records, report qualifying students, and affix the insignia to diplomas and transcripts

School districts and the Department of Education are prohibited from charging any fee for the Seal of Fine Arts
