Expands the types of buildings where unlicensed specialty contractors can work under supervision to include clubhouses and recreation buildings in residential developments, in addition to single-family residences and townhouses

Allows individuals not required to hold certain contractor certifications to perform specialty contracting services on commercial or residential swimming pools, hot tubs, spas, or interactive water features without obtaining a local or specialty contractor license

Requires such pool/spa work to be performed under the supervision of a contractor certified or registered for swimming pool, service pool, or spa categories, and must fall within the supervising contractor's license scope

Clarifies that "supervision" does not require a direct contract between the licensed contractor and the person performing the specialty work
