Creates section 553.5145, Florida Statutes, requiring installation of at least one "universal changing place" in public accommodations and public buildings including entertainment venues, shopping centers over 40,000 sq ft, museums, parks, schools, government buildings, transit stations, and healthcare facilities

Defines universal changing place as an enclosed family/assisted-use toilet facility with a powered, height-adjustable adult changing table (floor or wall mounted with safety rail) for persons with physical disabilities

Specifies minimum room dimensions of 8 feet by 10 feet with wheelchair maneuvering space, equipped with height-adjustable changing table, waste receptacle, toilet, lavatory, soap dispenser, and paper towel dispenser

Requires changing tables to lower to no more than 8 inches, raise to at least 34 inches, measure at least 25 by 72 inches, and support at least 350 pounds

Applies to buildings constructed on or after January 1, 2021, or existing buildings applying for renovation permits of $15,000 or more after that date; effective date July 1, 2020
