Creates the State-Operated Institutions Inmate Welfare Trust Fund within the Department of Corrections to benefit and provide for the welfare of inmates in state-operated correctional facilities

Deposits and expenditures from the trust fund are governed by existing provisions in section 945.215, Florida Statutes

Fund balances remaining at the end of each fiscal year carry forward and remain available for the trust fund's purposes

Trust fund is scheduled for termination on July 1, 2024, subject to legislative review and potential re-creation under Florida's constitutional trust fund requirements

Effective date of July 1, 2020
