Creates the Home Instruction for Parents of Preschool Youngsters (HIPPY) Grant Program to fund evidence-based home visitation programs that help parents teach their preschool children at home

Designates the Florida HIPPY Training and Technical Assistance Center at the University of South Florida to administer grants to program operators, subject to legislative appropriation

Specifies 15 eligible counties for HIPPY program funding: Alachua, Bradford, Brevard, Broward, Duval, Gadsden, Gulf, Hillsborough, Manatee, Marion, Miami-Dade, Palm Beach, Pasco, Pinellas, and Sarasota

Requires the center to prioritize grant awards based on program operators' demonstrated technical and financial ability to sustain programs beyond initial funding

Mandates annual reporting beginning September 1, 2021, including grant amounts, services provided, and number of children and families served by each program operator
