Repeals section 985.686, F.S., which established the shared county and state responsibility framework for juvenile detention costs

Eliminates legislative findings and intent provisions related to past litigation between counties and the Department of Juvenile Justice over detention cost-sharing disputes

Requires the Department of Juvenile Justice to annually calculate by July 15 each non-fiscally constrained county's percentage share of detention costs based on juvenile detention days

Counties that are not fiscally constrained and do not provide their own juvenile detention care must budget and pay their annual percentage share (50% of total shared detention costs) in 12 equal monthly payments beginning August 1

Reorganizes the department's program structure, adding "Accountability and Program Support" and renaming "Prevention and Victim Services" to simply "Prevention"
