Establishes three classifications of electric bicycles based on motor assistance and speed limits: Class 1 (pedal-assist up to 20 mph), Class 2 (throttle-powered up to 20 mph), and Class 3 (pedal-assist up to 28 mph), with motors under 750 watts

Grants electric bicycle operators the same rights and privileges as traditional bicycle operators, allowing them to ride on streets, highways, bicycle lanes, and multiuse paths where bicycles are permitted

Exempts electric bicycles and their operators from requirements related to financial responsibility, driver licenses, vehicle registration, and title certificates

Requires manufacturers and distributors beginning January 1, 2021 to permanently affix labels on electric bicycles showing classification number, top assisted speed, and motor wattage

Authorizes local governments to regulate electric bicycle operation on streets, sidewalks, bicycle lanes, and trails under their jurisdiction, including the ability to restrict or prohibit electric bicycles on specific paths
