Allows electric vehicle charging and natural gas fuel station installation in unit owners' designated parking areas, with owners responsible for installation, maintenance, and insurance costs

Caps transfer fees at $100 per applicant (excluding spouses or parent/dependent child) plus actual background check costs, and requires fines approved by a committee to be paid within 5 days of notice rather than the committee meeting date
