Expands eligibility for children with disabilities who turn 3 years old after September 1 to receive a Gardiner Scholarship on or after their third birthday if program funds are available and no students are on the wait list

Adds tuition and fees for art, music, or theater classes as an authorized use of scholarship funds, with instructor qualification requirements including Florida educator certification, 3 years employment experience, a relevant bachelor's degree or higher, or national certification in the field

Removes the "specialized" requirement for summer and after-school education programs, broadening eligible program types

Reduces the account inactivity period that triggers account closure and fund reversion to the state from 3 consecutive fiscal years to 2 consecutive fiscal years

Clarifies that students whose participation is not renewed may continue spending existing scholarship funds in their account unless the account is closed for inactivity or other specified reasons
