Creates Chapter 598, the "Florida Animal Policy Act," establishing captive-bred animal culture as an agricultural practice under the regulatory authority of the Department of Agriculture and Consumer Services

Requires captive-bred producers to obtain a certificate of registration from the department, including documentation of facilities, products, and compliance with best management practices, with annual renewal required beginning July 1, 2021

Establishes the Captive-bred Animal Culture Advisory Council consisting of six members (producers, dealers, and an Animal Industry Technical Council representative) appointed by the Commissioner of Agriculture to serve 4-year terms

Mandates development of a state captive-bred animal culture plan to address industry constraints, research priorities, marketing potential, and business planning, with biannual updates submitted to legislative leadership

Prohibits commingling captive-bred animals or products with wildlife when selling, with violations resulting in certificate suspension/revocation, administrative fines, or first-degree misdemeanor charges punishable under state law
