Authorizes the Agency for Persons with Disabilities to establish a certification process for registered behavior technicians (RBTs) in addition to behavior analysts, and requires recognition of certifications from qualifying nonprofit credentialing organizations

Exempts behavior analysts certified under s. 393.17 or licensed under chapter 490 or 491 who work for group practices or agencies providing applied behavior analysis services from clinic licensure requirements

Expands the definition of "private instructional personnel" in public schools to include registered behavior technicians who work under the supervision of certified behavior analysts

Clarifies that telehealth providers include individuals certified as behavior analysts under s. 393.17

Specifies that applied behavior analysis services for autism spectrum disorder and Down syndrome coverage must be provided by individuals certified as behavior analysts under s. 393.17 or licensed under chapter 490 or 491
